The South Carolina AIDS Drug Assistance Program (SC ADAP) assists South Carolina residents get FDA approved HIV medications to low-income people with HIV who have limited or no health care coverage from private insurance, Medicaid, or Medicare.

SC ADAP is government-funded by state and federal dollars and is designed to provide financial assistance to low-income state residents for access to medications specifically used to combat HIV and the opportunistic infections which are specific to HIV/AIDS.

SC ADAP is made up of three service tiers:

  • Direct Dispensing Program (DDP)
  • Insurance Assistance Program (IAP)
  • Medicare D Assistance Program (MAP)

If you are enrolled in the DDP, you will receive your HIV medications directly through a mail-order pharmacy. If you are enrolled in the IAP and MAP, you will receive treatment services through your health insurance, and the IAP and MAP will help with insurance premiums*, copays, and deductible payments for your medications listed on the SC ADAP Formulary through a network of approved pharmacies.

*Note: Not all insurance premiums qualify for assistance. SC ADAP must be payer of last resort. Under the Affordable Care Act (ACA), if you qualify for premium tax credits or cost sharing reductions, you must choose a plan that allows those deductions. Please contact SC ADAP or your case manager to determine which insurance plans qualify for premium assistance. 

To Qualify

You must make a commitment to take your medicine as prescribed by your doctor and:

  • Have a confirmed diagnosis of HIV/AIDS
  • Must reside in South Carolina
  • Have limited income (at or below 550% of the Federal Poverty Level (FPL) for all service tiers)   Not be eligible for Medicaid
  • Not be eligible for Medicare Part D with Full Subsidy (to be eligible for a full subsidy, an individual’s countable income must be less than 150% of the FPL for their state and family size)
  • Have a valid prescription for HIV medication from your doctor (it is the enrollee’s responsibility to keep an active prescription by going to your doctor’s appointments)

Your case manager, nurse, or doctor can help you find out if you qualify for the SC ADAP DDP, IAP, or MAP services.

You Can Lose Benefits If…

  • You do not respond to communication from SC ADAP on time
  • You fail to submit all documentation at the time of annual recertification
  • Your income changes which exceeds 550% of the FPL for all service tiers
  • You do not take your medicines as prescribed
  • Become eligible for Medicaid
  • Become eligible for Medicare Part D with Full Subsidy
  • You move out of South Carolina or are sentenced to prison

  • Let ADAP know if you move so your medications and forms can be mailed to the correct address
  • Respond to all communication sent to you by SC ADAP
  • DDP clients should contact SC ADAP if they obtain health insurance to see if they qualify for IAP or MAP
